All,
I’m excited to share that I will be running for re-election in 2026 to continue representing House District 55. Serving this community has been an incredible honor, and I remain deeply committed to fighting for the priorities that matter most to the Western Slope. From securing investments in healthcare, K-12 and higher education, to expanding access to Colorado’s public lands and outdoor recreation opportunities, I’ve worked hard to deliver real results. As a member of the Joint Budget Committee, I’ve also had the opportunity to help shape the state’s budget in a way that reflects our district’s needs and values. There’s
more work to be done, and I look forward to continuing to serve you.
Looking Ahead with the State Budget:
Office of State Planning and Budgeting Forecast: The second quarter forecast reveals a potential revenue shortfall. With this the FY 2025–26 budget falls $83.6 million short of meeting the statutory reserve requirement. The third quarter forecast is scheduled for late September, in the meantime, we will continue to monitor developments closely and remain focused on addressing these issues proactively.
FY 2026-27 : The situation becomes even more serious. Current legislative obligations are projected to drive a General Fund shortfall of at least $700 million—a moderate estimate that could climb as high as $1.2 billion.
H.R.1 - “One Big Beautiful Bill”: These projections do not account for the potential financial impacts of H.R.1. The potential cuts in Medicaid and SNAP are at a level that the state could not make up.
The Road Ahead: Addressing Our Structural Deficit
We concluded the 2025 legislative session with a balanced budget as indicated previously, however, the revenue shortfalls will create challenges. Colorado continues to face a structural deficit that will demand meaningful budget reductions and long-term reforms. This will require continued tough decisions, and a focused prioritization of essential services, while meeting the needs of our citizens. There is still much work ahead. I remain dedicated to pursuing sustainable, bipartisan solutions and ensuring that taxpayer dollars are used effectively and transparently. Your engagement and feedback are invaluable to me as we navigate these financial challenges. Thank you for staying informed and involved.
Rick.
