March 2026 Legislative Newsletter

It’s been a productive March at the Capitol, and I wanted to take a moment to share a few updates on the work being done both in Denver and back home in HD 55.

Session Progress

The Legislature is approaching the final stretch, with about 45 days remaining until Sine Die. My major focus is on balancing the budget as we, The Joint Budget Committee (JBC), work to finalize the long bill.

As we’re in the final week of preparing the long bill for introduction, much of the work shifts toward negotiation and agreement to enable us to complete the balanced budget. We as the JBC are working closely with each other to finalize priorities, resolve differences, and make sure we’re putting forward a responsible plan that reflects our citizens’ needs and fiscal realities. In the next few business days, we plan to finalize the Long Bill and begin the approval process in the House.

D55 Highlights

  • Mesa County Valley School District 51 celebrated Agriculture Awareness Week with hands-on agriculture learning in classrooms. On March 24, the Capitol recognized Colorado agriculture with a lunch hosted by the Colorado Agriculture Council, highlighting the key issues facing the industry and the important role it plays in supporting our economy, food systems, and rural communities.

  • The D51 Foundation awarded over $10,000 in grants to support teachers and staff.

  • Local law enforcement continues community engagement through the Grand Junction Police Department’s Community Police Academy.

  • I’ve continued meeting with local partners across District 55, including our county commissioners, the GJ Chamber of Commerce, and leaders from the Mesa County Health Department & Workforce Center, to stay connected on key issues and priorities across our community.

Activity at the Capitol

Several of my bills have continued to pass through committee and the floor this month.

*HB26-1317 (Unified Postsecondary Talent Development System)

This legislation works to better align our education and workforce systems, bringing together programs that have traditionally been spread across different agencies into a more coordinated approach. The goal is to make it easier for people to access training and career opportunities, while also helping employers find the skilled workforce they need. This kind of change has the potential to strengthen our workforce, support economic growth, and create clearer pathways to good-paying jobs.

HB26-1008 (Outdoor Opportunities Act)

This bill is still working its way through the House, with ongoing conversations around how it will be implemented across the state.

HB26-1015 (Homeless Contribution Tax Credit)

After passing the House Finance Committee with strong support, the bill is now in Appropriations as it goes through budget review.

HB26-1014 (Job Growth Incentive Tax Credit)

This bill is currently in House Appropriations, where members are taking a closer look at the fiscal impact and long-term economic benefits.

SB26-039 (Fire & Police Pension Updates)

The bill has passed the Senate and is now moving through the House.

HB26-1229 Supporting the Human-Animal Bond

This bill has been introduced and is now in its first stop, the House Health & Human Services Committee.

HB26-1142 Child Advocacy Centers

This bill has passed both chambers and is now heading to the Governor for final approval.

I appreciate the opportunity to serve HD 55 and will continue working hard on your behalf as we move through the remainder of the legislative session.
